Cindy Beane is the Owner, Founder, and Chief Executive Officer of Beane Medicaid and Health Solutions LLC — a consulting firm focused on strengthening Medicaid programs, advancing rural health transformation, and helping organizations navigate complex healthcare policy and delivery systems.
Cindy brings more than 30 years of healthcare and public service leadership, including 11 years as Commissioner of the Bureau for Medical Services in West Virginia, where she led the state’s Medicaid program through sustained periods of innovation, reform, and growth. During her tenure, she served under three governors.
Nationally, Cindy is widely respected for her Medicaid expertise. As President of the National Association of Medicaid Directors (NAMD) and Governance Chair of the NAMD Board, she shaped national policy discussions and advanced best practices in Medicaid administration. She also served as a NASHP Academy member on the Behavioral Health, Aging & Disability Steering Committee.
Cindy holds a Master of Social Work (MSW) and is a Licensed Certified Social Worker (LCSW). She is a frequent national speaker and trusted advisor on Medicaid innovation, rural health, MMIS modernization, and health system transformation.
